رؤية جديدة لسرد المشاركات الدولية حتى لا تؤدي مكافحة كورونا إلى إغفال أهداف التنمية المستدامة

عرضت الدكتورة رانيا المشاط وزيرة التعاون الدولي رؤية جديدة لسرد الشراكات الدولية حتى لا تؤدي جهود مكافحة تفشي فيروس كورونا المستجد إلى إغفال تحقيق أهداف التنمية المستدامة، بعد المخاوف التي أبدتها الامم المتحدة من أن يؤدي تركيز الدول لجهودها في مكافحة الفيروس إلى إغفال تلك الاهداف ما يعتبر خطرا قد يؤدي إلى إحداث آثارا سلبية بعد الانتهاء من مرحلة القضاء على وباء فيروس كورونا.

جاء ذلك ذلك خلال ترأس الدكتورة رانيا المشاط، وزيرة التعاون الدولى، إجتماعا عبر تقنية الفيديو كونفرانس جمع أكثر من 100 من رؤساء وممثلي المنظمات التنموية الدولية والاقليمية في مصر لمناقشة التمويلات المتاحة وتعزيز التعاون مع شركاء التنمية في المستقبل وبحث تداعيات تفشي فيروس كورونا المستجد.

وشارك في الاجتماع ممثلون عن الامم المتحدة ومجموعة البنك الدولي وصندوق النقد الدولي وبنك التنمية الافريقي ومجموعة البنك الاسلامي والصندوق العربي للإنماء الاقتصادي والاجتماعي والبنك الأوروبي لإعادة الإعمار والتنمية وبنك الاستثمار الأوروبي الى جانب السفراء ورؤساء الاقسام  الاقتصادية لدى مجموعة كبيرة من شركاء التنمية الثنائيين.

وأعلنت الدكتورة رانيا المشاط وزيرة التعاون الدولي استراتيجية جديدة للشراكة مع مؤسسات التمويل الدولية تحدد أطر التعاون المستقبلي بين مصر وشركائها فى التنمية مبنية على 3 محاور رئيسية هي المواطن محور الاهتمام والمشروعات الجارية والهدف هو القوة الدافعة. رابط العرض التقديمي:

وقالت الوزيرة إنه تم خلال الاجتماع مناقشة كل ما تقوم به مصر إجراءات لدفع الإصلاحات الهيكلية والسعي نحو تحقيق الشمول المالي وجهود التحفيز الاقتصادي والتي تصب أيضا نحو تحقيق أهداف التنمية المستدامة، مشيرة إلى أن الرؤية الجديدة لوزارة التعاون الدولي فيما يتعلق بصياغة الخطاب الاعلامي الاستراتيجي بما يضمن التعريف بشكل جيد بجهود مصر التنموية والتعاون مع شركاء التنمية سواء على المستوى الوطني للمواطنين أو على المستوي الدولي لشركاء التنمية.

وأوضحت أن المحاور الثلاث للاستراتيجية ستركز على 3 محاور رئيسية هي “المواطن محور الاهتمام” و”المشروعات الجارية” و”الهدف هو القوة الدافعة” من أجل تسليط الضوء على الشراكة التنموية بما يحقيق التنمية المستدامة، التي تمثل أولوية على مستوى جميع القطاعات، مؤكدة حرص وزارة التعاون الدولى من خلال محفظة التمويل التنموية الحالية والمستقبلية على تحقيق هذه الأهداف محليا ودوليا.

وأضافت أن استراتيجية الشراكة مع مؤسسات التمويل الدولية تهدف إلى ابراز قصص النجاح بين مصر وشركائها فى التنمية فى مختلف المشروعات التنموية، والتى ساعدت على تعزيز النمو الشامل بما يتماشى مع أهداف الأمم المتحدة للتنمية المستدامة.

وأشارت الوزيرة إلى أن مصر أعطت أولوية قصوى لعملية الاستثمار في المواطن الذي يشكل المحور الاول للاستراتيجية، وذلك إدراكا منها بأن رأس المال البشري هو جزء لا يتجزأ من عملية التنمية الشاملة للبلاد، وحرصا على تحسين حياة المواطنين تعمل الشراكات بين القطاعين العام والخاص على تحديد الفجوات القائمة وتقديم الدعم عبر قطاعات متعددة لملايين المستفيدين، بما يدفع المواطنين نحو اطلاق كامل طاقاتهم.

أما بالنسبة للمحور الثانى وهو المشروعات، فتم تنفيذها عبر قطاعات عدة، تشمل التعليم والمواصلات وتحلية المياه والطاقة المتجددة وريادة الأعمال وتمكين المرأة وغيرها من المشروعات، مشيرة إلى أن المشروعات التي تم تنفيذها بالفعل وتلك الجاري تنفيذها تأتي استجابة لأهداف التنمية المستدامة السبعة عشر للأمم المتحدة، وتهدف وزارة التعاون الدولي إلى عرض المشروعات بكل شفافية لبيان تأثيرها على المجتمع بما يسهم في تحقيق أهداف التنمية المستدامة.

وبالنسبة للمحور الثالث في الاستراتيجية ” الهدف هو القوة الدافعة” حيث تعد الشراكات الهادفة هي القوة الدافعة لتحقيق النمو الشامل والتنمية المستدامة، لمواكبة التغيرات العالمية المتسارعة، وتوطيد الروابط والعلاقات مع شركائنا في التنمية،وتعمل مشروعاتنا على تحقيق أبعاد استراتيجية هامة في إطار التنسيق الفعال مع شركائنا متعددي الأطراف، وكذلك على المستوى الثنائي بما يسمح بتحفيز إمكانات النمو وإطلاقها.

وأشاد السيد/ ريتشارد ديكتس، الممثل المقيم للأمم المتحدة فى مصر، باستراتيجية وزارة التعاون الدولى الجديدة فى الشراكة مع شركاء التنمية، مؤكدا أن الأمم المتحدة تؤكد التزامها القوى بالشراكة مع الحكومة المصرية فى جهودها لمكافحة انتشار مرض كورونا المستجد وفى تحقيق أهداف التنمية المستدامة.

وقالت السيدة/ راندا أبو الحسن، مديرة البرنامج الانمائى للأمم المتحدة بالقاهرة، إن وزارة التعاون الدولى المصرية قدمت استراتيجية متسقة ومبتكرة ومواءمة للتعاون الإنمائي في مصر مع أهداف التنمية المستدامة، والأبعاد الثلاثة للاستراتيجية هي الآن السرد المهم الذي يمكننا جميعًا إتباعه”.

من جانبه، قال السفير ماساكى نوكى، سفير اليابان لدى القاهرة، أن حكومة اليابان عملت على مساندة الشعب المصرى فى عدد من المشروعات التنموية فى مجالات عديدة منها التعليم والثقافة والسياحة والاثار وابرزها  المشروع الضخم للمتحف المصرى الكبير والمدارس المصرية اليابانية، مشيدا باستراتيجية وزارة التعاون الدولى الجديدة التى تعزز من ضرورة معرفة المواطن بمشروعات التنمية التى يساهم فيها شركاء التنمية، وربطها مع أهداف التنمية المستدامة.

وقال السفير يون يو تشول، سفير كوريا الجنوبية بالقاهرة، إن بلاده تعمل مع مصر منذ سنوات طويلة فى مجال التعاون الانمائي، وقامت الحكومة الكورية بتمويل عدد من المشروعات التنموية اهمها مشروع الكلية الكورية المصرية للتكنولوجيا ببنى سويف ، كما مولت عدد اخر من المشروعات الخاصة بالبنية التحتية كمشروع تطوير نظم اشارات السكة الحديد لخط نجع حمادى الاقصر.

أضاف أن الحكومة الكورية تقوم ايضاً ببحث مجموعة من التمويلات لمشروعات جديدة فى مجال تحلية مياه البحر وادارة المخلفات الصلبة، مشيدا بالاجراءات الاحترازية التى اتخذتها الحكومة المصرية فى مكافحة انتشار فيروس كورونا، معربا عن استعداد بلاده للتعاون مع مصر فى مكافحة اتشار هذا الفيروس المستجد، مشيدا باستراتيجية وزارة التعاون الدولى الجديدة للتعاون مع شركاء التنمية.

وأشادت السيدة/ كورين هينشوز، مدير مكتب التعاون الدولى بسفارة سويسرا بالقاهرة، باستراتيجية وزارة التعاون الدولى الجديدة والجهود التى تقوم بها الوزارة للشراكة مع كافة شركاء التنمية، كما أشادت بالجهود المبذولة من الحكومة المصرية لمكافحة انتشار فيروس كورونا المستجد، مؤكدا استعداد سويسرا لمساندة مصر فى مكافحة انتشار الفيروس الجديد.

وأكد المهندس هانى سالم سنبل، الرئيس التنفيذى للمؤسسة الدولية الاسلامية لتمويل التجارة، عضو مجموعة البنك الإسلامى للتنمية، حرص البنك الاسلامي للتنمية على تعزيز التعاون الانمائى مع الحكومة المصرية فى ظل استراتيجية وزارة التعاون الدولى الجديدة للتواصل مع المؤسسات الدولية.

وأشادت الدكتورة دينا صالح، مدير المكتب شبه الإقليمي للصندوق الدولي للتنمية الزراعية “ايفاد” التابع للأمم المتحدة بمصر ومنطقة الشرق الأوسط، باستراتيجية وزارة التعاون الدولى الجديدة.

 Ministry of International Cooperation announces a New Global Partnerships Narrative in order not to overlook SDGs

Minister Dr. Rania Al-Mashat the Minister of International Cooperation presented a New Global Partnerships Narrative noting that all measures to mitigate the impact of the novel corona virus should not derail development efforts from its intended purposes especially achieving SDGs, this comes after the UN reflected fears that efforts for combating the virus might risk overlooking the SDGs objectives causing negative consequences after the alleviation of the pandemic.

The presentation took place during the videoconference meeting chaired by Minister Dr. Rania Al-Mashat with more than 100 professionals representing heads of country offices, development professionals from bilateral partners as well as multilateral development organizations to discuss opportunities for advancing and promoting future mutual economic cooperation and consequences of the spread of novel corona virus.  

The meeting was attended by representatives of UN agencies, World Bank Group, International Monetary Fund, African Development Bank, European Bank for Reconstruction and Development, Islamic Development Bank Group, Arab Fund for Economic and Social Development, USAID, Japanese International Cooperation Agency, French Agency for Development, European Investment Bank, German Development Agency along with Ambassadors and heads of economic cooperation in embassies for numerous bilateral development partners.

During the meeting Dr. Al-Mashat unveiled the New Global Partnerships Narrative that will define cooperation between Egypt and the international development community, the P&P&P (People&Projects&Purpose).

The Minister mentioned that discussions during the meetings focused on Egypts efforts for promoting structural reforms and economic stimulation as well as financial inclusion which all serve achieving the SDGs. She highlighted the new vision of the ministry to reshape the strategic communication narrative in a way that clearly defines Egypt development initiatives in collaboration with development partners for both Egyptian people domestically as well as internationally for development partners.

The new narrative as the Minister presented will focus on three pillars which are PEOPLE AT THE CORE, PROJECTS IN ACTION and PURPOSE AS THE DRIVER to highlight the development cooperation to achieve SDGs which is priority on all sectors, the Minister confirmed the commitment of the ministry (through the current development portfolio) to achieve these SDGs locally and internationally.

Through its communication framework, the Ministry of International Cooperation aims to  transparently showcase projects and their impact on boosting inclusive growth as a means to promote SDGs and bolster credibility, the minister added.

The Minister also mentioned that Egypt has made investment in people a top priority, as improving human capital is integral to the countrys overall development. Committed to improving the Egyptian peoples lives, every partnership identifies existing gaps and provides multi – sectoral assistance to millions of beneficiaries through public private partnerships that push Egyptians towards realizing their full potential.

As for the second pillar, the Minister indicated that Projects have been implemented accross multiple sectors including in education, transportation, water desalination, renewable energy, enterprenership, women empowerment, among others. The several projects completed and the many in progress answer to each of the United Nations 17 SDGs.

For the third pillar which is purpose as the driver, the Minister referred to the partnerships with purpose have been a driver to generate sustained and inclusive growth, stay agile in a rapidly changing world, and deepen ties with our stakeholders. Purpose in our projects serves important strategic roles: defining our playing field through collaboration with our multilateral and bilateral  partners, and allowing us to shape our growth potential.

Richard Dictus, UN Resident Coordinator, Egypt commented that The extremely constructive and forward-looking presentation by H.E. Dr. Rania Al-Mashat confirms the partnership between the Ministry of International Cooperation and International Development Partners, especially at the time of this global pandemic. The United Nations reaffirms its strong commitment to and partnership with the Government of Egypt in its efforts.

Commenting on the new narrative; Randa Aboul-Hosn, UNDP Resident Representative in Egypt said that the Ministry presented a coherent and innovative mapping and alignment of development cooperation in Egypt to the Sustainable Development Goals. The triple P is now an important narrative we can all follow.

H.E.Ambassador. Masaki Noki, Japan Ambassador to Cairo mentioned that the Japanese Government supported Egyptian people in many development projects in Education, Culture, Tourism and Antiquities. One of which most important is the Grand Egyptian Museum. The Ambassador acknowledged the new communication strategy of the Ministry which focuses on informing people of development projects and its relation to SDGs.

H.E.Ambassador Yon Yo Chol, Ambassador of South Korea to Egypt noted that his country is working in development with Egypt since long time. The Korean government financed many projects namely; the Korean Egyptian Technology University, as well as other infrastructure projects like modernizing railway signals for Nagaa hamadi Luxor line. The ambassador added that Korea is considering other financing for desalination and solid waste management. He also mentioned that Korea is ready to support Egypt in combating the spread of the virus acknowledging the measures that the Egyptian government took in this regard.

The head of Swiss Economic Cooperation acknowledged the new strategy and narrative and also she acknowledged the initiatives taken by the Egyptian Government to mitigate the impact of the virus confirming that Switzerland is ready to help Egypt in combating the virus.

The Chief Executive Director of the Islamic Trade Finance Corporation Eng. Hany Sonbol, ensured the commitment of the corporation and the Islamic Development Bank group to continue its development cooperation with Egypt in light of the new strategy of the Ministry and its new narrative.

Dr. Dina Saleh, Director of the sub-regional office of the International Fund for Agricultural Development (IFAD) of the United Nations in Egypt and the Middle East region commented that the Ministry of International Cooperation plays a pivotal and important role in bringing together all development partners and is considered an excellent convener of donors and have been active to convene all the partners working in IFAD projects to quickly priorities the needs in the Agriculture sector to protect Smallholder producers from the potential disruptions to food security from the COVID-19, stressing that the International Fund for Agricultural Development is ready to provide all support to the  Egyptian to ensure reducing the negative impact of the Corona virus on the agricultural sector.
